Can minors travel across the border unattended?

Minors crossing the border on their own (unaccompanied by an adult), will need a letter from both ends, explaining their relationship to the minor, travelling dates, and giving consent. A letter from the person putting them on the bus and a letter from the person picking them up at the other end. They will need to show this to border security in order to clear immigration as well as any other travel documentation they personally require.
